So this clip comes from a sensationalizing speech given by one of the key figures in the anti-gay movement going on in Uganda. You may have heard some reports on it, but Uganda has recently been trying to pass the death penalty as punishment for homosexual activities. This has inspired protests against the country and during a Parliamentary review, it was recommended they instead use life-imprisonment. While the bill is still up for debate, these are the speeches that incite the fear in the Ugandan people.
